} <br /> � COUNCIL COMMUNICATION FORM <br /> Engineering & Infrastructure Memorandum <br /> NO. 2003-26 <br /> May 21, 2003 <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Garman, City Manager / _ <br /> Stephen Swanson, P.E., Director of Engineering & Infrastructure���� <br /> SUBJECT: U.S. Route 51 and Hickory Point Road Feasibility Study <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by City staff that the City Council approve the attached resolution <br /> authorizing the Mayor to execute an amendment to the agreement between the City, the Village <br /> of Forsyth and Homer L. Chastain & Associates for the U.S. Route 51 and Hickory Point Road <br /> Feasibility Study to increase the amount not to exceed from $39,779 to $49,989. <br /> BACKGROUND: <br /> The City of Decatur and the Village of Forsyth entered into an agreement (copy attached) with <br /> Homer L. Chastain & Associates (HLC) for a study to determine the feasibility of a full <br /> intersection of Hickory Point Road with US 51 in July of 2002. The intersection has been <br /> discussed by the City and the Village in the past, but no agreement was reached about its' <br /> design. When this matter was discussed about 7 years ago with the Illinois Department of <br /> Transportation (IDOT), the City was essentially told that IDOT would not become involved until <br /> an agreement is reached between the City and Village about this intersection. <br /> HLC started the project last July by compiling background information and data and prepared <br /> preliminary intersection alternates. The preliminary alternates presented to the City and Village <br /> staffs retained the existing east-west alignment of Hickory Point Road across U. S. 51. It was <br /> noted in the review process that shifting the alignment of Hickory Point Road to the north <br /> provided opportunities to address a number of design issues. These issues included the <br /> proximity of the Hickory Point Road and U. S. 51 intersection to the I-72 ramps to the south; <br /> spacing of signalized intersections north of I-72; meeting the minimum distance criteria from U. <br /> S. 51 for the roads or driveways intersecting Hickory Point Road; and the impacts to properties <br /> to construct the new improvements. <br /> The initial review process involving the City, Village and IDOT resulted in six (6) alternates for <br /> consideration rather than the three (3) specified in the agreement with HLC. A copy of each of <br /> the six (6) alternates are attached as a matter of information. This necessitated more work <br /> than was included in the agreemenYs scope of services. The additional alternates required are <br /> considered essential to the completion of the study and have ensured all feasible possibilities <br /> were considered in the study.
