Newell, P.E., City Engineer�/l <br /> SUBJECT: Street Restoration, City Project 2003-08 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding the <br /> contract for Street Restoration, City Project 2003-08, to Dunn Company, as the lowest, <br /> responsible bidder in the amount of$1,432,433.70, and that the Mayor be authorized to execute <br /> the contract, and the City Clerk to attest. <br /> BACKGROUND: <br /> The Engineering Division inspects and rates 1/3 of the City's streets on a yearly basis. The <br /> results of this inspection are input into a computer database which is used to project the future <br /> condition of the streets based on their current condition, surface type (i.e. brick, concrete, asphalt, <br /> etc.), average daily traffic, traffic type (i.e. trucks, cars, etc.). This data, paired with available <br /> funding, is used to prepare the yearly street improvement program. Staff then determines which <br /> streets need to have the surface restored or be totally reconstructed. <br /> The Street Restoration project involves the placement of a 1 to 2 inch hot asphalt surface course <br /> on an existing paved surface that has been prepared to receive the overlay. A portion of the <br /> existing pavement surface is often removed by cold milling to reduce the impact of the overlay to <br /> existing curbs, driveways, etc., unless additional structural capacity is desired in the pavement. <br /> The purpose of the street restoration program is to increase the useful life of a pavement in <br /> advance of its deteriorating to a condition that would require its complete reconstruction and <br /> improve the street's ride ability. This year's program will include approximately 19 centerline <br /> miles of streets in the City. A listing of the streets in this year's program is attached. <br /> The project specifications were prepared by the Engineering Division. The project was <br /> advertised on April 9, 2003 and bids were received on Apri122, 2002. The results of the letting <br /> are as follows (bid tabulation attached): <br />
