Van teenhuyse, Long Range Planning Manag <br /> SUBJECT: Intergovernmental Agreement: Illinois Tomorrow Grant <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the resolution authorizing <br /> the City Manager to execute the Intergovernmental Agreement with the Illinois Department of <br /> Transportation for the Illinois Tomorrow Grant. <br /> BACKGROUND: In late 2000,the City received a$100,000 Illinois Tomorrow Grant to do a <br /> study of Decatur's two main surface highway corridors: US 36 and Business US 51. This grant <br /> was used to hire the HOK Planning Group of St. Louis to complete the study. A successful <br /> planning process was followed by a final report that was received and filed by the Council in <br /> October of 2002. In late 2002 the City was awarded an additional Illinois Tomorrow Grant for <br /> $144,000, to be matched by $16,000 from City funds, for a total of$160,000. This grant <br /> (Decatur Urban Corridors Revitalization Study, Phase II) will be used to expand the corridor <br /> study to the State route corridors: IL 48, 105 and 121. The study will also include formulation <br /> of specific land use recommendations for development along the corridors, and targeted area <br /> studies of three commercial areas: the Oakland/Grand/Route 48 area,the "Five Points" area <br /> (Eldorado Street/North 22nd StreetlEast US 36)and the commercial area along North Water <br /> Street and North Main, from Eldorado Street north to Grand. The Intergovernmental Agreement <br /> with IDOT facilitates reimbursement of grant monies to the City as the project progresses. <br /> POTENTIAL OBJECTION: Staff is not aware of any objections. <br /> INPUT FROM OTHER SOURCES: The City intends to hire the HOK Planning Group to <br /> complete this Phase II study. Staff is very happy with their work on the Phase I project and their <br /> familiarity with the City will be an asset in completing the second phase. <br /> STAFF REFERENCE: Please contact Long Range Planning Manager Steven J. The $16,000 in matching funds already in the FY03-04 budget. <br />
