The study also met with delays following PSA's initial presentation of its preliminary findings and <br /> recommendations to the City staff. The decision was made by City staff to have PSA focus on <br /> and do a more in-depth investigation and analysis of office areas considered to be of most <br /> immediate need. These areas are the City Council Chambers and the executive and legal <br /> offices. This detailed study included the evaluation of the Civic Center Theater and its possible <br /> conversion to function as City Council Chambers and theater. <br /> PSA had to undertake additional work which was not included in the study's original scope of <br /> services. The additional work largely related to performing more detailed investigations and <br /> evaluations of the Civic Center Theater and preparing additional schematic drawings and cost <br /> estimates. Staff's decision to pursue these areas related to the need to satisfy space needs <br /> and to upgrade the usability, function and appearance of executive and legal office spaces and <br /> City Council Chambers. At this time, no final decisions have been made regarding any <br /> remodeling and will have to be discussed with Council at a future study session. <br /> The cost for this additional work was partially offset through savings in other work areas. <br /> However, PSA did request a change-order to its agreement to increase the contract amount for <br /> the additional work. The increase to the agreement is in the amount not-to-exceed $9,600. <br /> The amended contract amount becomes, if this increase is approved, $89,600 with an <br /> allowance of$2,500 for reimbursable expenses (i.e., travel, printing, telephone, etc.). PSA has <br /> substantially completed the project and is currently waiting for any final comments from City <br /> staff prior to completing its report. <br /> POTENTIAL OBJECTION: <br /> Any conversion of the Civic Center Theater will involve discussions with the Civic Center <br /> Authority and interested users of the theater. Other involved parties have not been contacted <br /> for any comments regarding this matter. <br /> INPUT FROM OTHER SOURCES: <br /> Dean Roberts of Phillips Swager Associates. <br /> STAFF REFERENCE: <br /> Steve Swanson, Director of Engineering & Infrastructure at 424-2747. <br /> The Director of Engineering & Infrastructure, Steve Swanson, will be in attendance at the City <br /> Council meeting to respond to questions on this matter. <br /> BUDGETITIME IMPLICATIONS: <br /> The additional cost for the study will be paid for from the Capital Fund.
