COUNCIL COMMUNICATION FORM
Engineering& Infrastructure Memorandum
NO. 2003 - 09
March 21, 2003

TO: Honorable Mayor and City Council
FROM: Steve Garman., City Manager
Steve Swanson, P. E.,Director of Engineering & Infrastructurej
Matthew C. Newell,P.E., City Engineer_vz '
SUBJECT: Water Service Agreement for 4777 Rea's Bridge Road
5UMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution authorizing a
Water Service Agreement between the City of Decatur and the property owner for 4777 Rea's
Bridge Road.
BACKGROUND:
In 1998, a 12 inch water line was extended along Rea's Bridge Road as part of the sale of the
North Water Treatment Plant (NWTP) to Archer Daniels Midland, Inc. (ADM). This allowed
the City to abandon a large 30 inch main that connected the NWTP to the City's water system.
As at other locations along the perimeter of the City, property owners along the water line
extensions periodically request permission to establish water service to properties which are
located outside of the City limits. To service these properties, a Water Service Agreement must
be executed between the City and the property owners.
POTENTIAL OBJECTIONS: There are no known objections to this
resolution and a eement.

INPUT FROM OTHER SOURCES: None
