Newell, P.E., City Engineer� <br /> SUBJECT: Miscellaneous Sanitary Sewer Rehabilitation, City Project 2003-14 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding the <br /> contract for Miscellaneous Sanitary Sewer Rehabilitation, City Project 2003-14, to Insituform <br /> Technologies USA, Inc., as the lowest, responsible bidder in the amount of$393,649.00, and that <br /> the Mayor be authorized to execute the contract, and the City Clerk to attest. <br /> BACKGROUND: <br /> The Miscellaneous Sanitary Sewer Rehabilitation project entails the structural lining of sewer <br /> pipes that are in poor structural condition. Pipe lining is accomplished by using water pressure to <br /> insert a resin coated felt tube, somewhat like a long balloon, that is unfolded into the line and <br /> then cured by heating the water in the line to harden the resin. The ends are then cut and service <br /> laterals are reestablished. Interested Council members can find out more information on this <br /> rehabilitation process by visiting the Insituform web site (www.insituform.com) or one of the <br /> other web sites set up by contractors that provide this type of service. <br /> Over the past several years the City has been pursuing an aggressive sanitary sewer inspection <br /> program which has identified numerous lines that are in relatively poor structural shape. <br /> Additionally, some sanitary sewer lines have deteriorated joints that allow an inordinate amount <br /> of ground water to infiltrate into the pipe thus causing backups and surcharges during wet <br /> weather. Cured-in-place sewer lining adds structural capacity to pipes that are cracked and in the <br /> process of failing and it closes up leaking joints that are allowing ground water to enter the pipe. <br /> This type of repair method can be significantly cheaper than digging up a collapsed line and it is <br /> important that pipe line inspection continue to identify candidate lines and that funding continue <br /> to be available to restore them before the damage increases. <br />
