Newell, P.E., City Engineer yl,�iV� <br /> SUBJECT: Municipal Parking Garage B Structural Repairs, City Project 2002-13 <br /> SUMMARY RECOMMENDATION: <br /> Staff recommends that the City Council approve an Engineering Services Agreement with Blank, <br /> Wesselink, Cook & Associates, Inc. (BWC) for a fee not to exceed $16,400 to design structural <br /> repairs for City Parking Garage B located, on the northwest corner of Water and North Streets. <br /> BACKGROUND: <br /> Regular inspections of Parking Garage B have shown the progressive deterioration of the <br /> structure largely due to water intrusion into the parking decks and the main support columns. <br /> With the added use the garage is seeing as a result of ADM parking on the upper levels, the need <br /> for structural repair is becoming increasingly necessary. <br /> Over the summer of 2002, a small patch of concrete broke off the structure and onto the 3rd floor <br /> parking deck. While the damage was not significant, staff retained BWC on an emergency basis <br /> to perform a preliminary structural review of the garage in order to determine if significant <br /> problems existed. BWC's report confirmed the need to begin addressing drainage issues facing <br /> the garage. The repair needs include sealing the fourth floor with a polyurethane membrane, <br /> installing additional drain inlets, and repairing concrete deterioration on the decks and columns <br /> of the structure. <br /> City staff proposes to have BWC perform the design work necessary to quantify the repair needs <br /> and prepare the necessary bid documents to allow the City to solicit bids for the work. <br />
