DECATUR POLICE DEPARTMENT <br /> MEMORANDLTM#03-08 <br /> February 14, 2003 <br /> TO: Mayor Terry Howley and City Council <br /> Steve Garman, City Manager <br /> FROM: Mark Barthelemy, Chief of Police� <br /> 5UBJECT: Proposed Resolution Authorizing the Execution of Interagency Agreement for Illinois Law <br /> Enforcement Alarm System(ILEAS), Police Service Exchange in the Event of Major Disasters <br /> SUMMARY RECOMMENDATION: Staffrecommends that Council approve the proposed <br /> agreement. <br /> BACKGROUND: It is not uncommon for smaller communities whose incorporated <br /> boundaries touch,to enter into interagency agreements for the exchange of both emergency and routine <br /> police services. This is particularly prevalent in the many suburban villages and cities in Cook County <br /> immediately outside of the city of Chicago. <br /> The events of September 11 th have changed the manner in which most of this nation's emergency <br /> services have viewed interagency cooperation. In order to prepare for unanticipated disasters, acts of <br /> tenorism, and free exchange of information and resources, cooperation between jurisdictions is essential. It <br /> is interagency agreements such as this that provide a foundation for that to occur between nearby cities and <br /> villages. <br /> SUPPORT INFORMATION: The Illinois Association of Chiefs of Police(IACP),the Illinois Sheriffs <br /> Association(ISA),the Illinois Tenorism Task Force(ITTF)and interested police agencies across the state <br /> are in the process of creating a statewide mutual aid system to help in responding to acts of terrorism and <br /> other major emergencies. The mutual system is based on dividing the state into regions with elected regional <br /> boards to manage the system. This system has been named the Illinois Law Enforcement Alarm System <br /> (ILEAS). <br /> Our region(Region 7)consists of the following counties: <br /> Champaign, DeWitt, Douglas,Edgar, Ford, Iroquois,Livingston, Logan,Macon, McLean, Piatt, Vermilion, <br /> Tazwell and Woodford. <br /> In order for our city to participate in this cooperative endeavor, we must have the attached mutual <br /> aid agreement signed and a membership application completed by May 1, 2003. <br /> The attached agreement does not provide for our officers nor those of the other jurisdictions <br /> to rouNnely patrol each other's jurisdicNons. A request from any of the other agencies is required <br /> before Decatur Police personnel would leave our jurisdiction or theirs would enter ours. <br /> The agreement simply provides that if the Decatur Police Department has resources available when <br />, requested by any of the other communities who have been affected by some major catastrophe, then we <br />
