. . � FY 03/04 CDBG SUBRECIPIENT AGREEMENT THIS AGREEMENT, entered this 13th day of June , 2003 by and between the City of Decatur, Illinois (herein called the "City") and Webster-Cantrell Hall (herein called the "Subrecipient"). WHEREAS, the Grantee has applied for and received funds from the United States Government the U.S. Department of Housing and Urban Development ("HLTD") under Title I of the Housing and Community Development Act of 1974, Public Law 93-383; and WHEREAS, the City wishes to engage the Subrecipient to assist the City in utilizing such funds in accordance with HUD idelines and Federal re lations• � � � NOW, THEREFORE, it is agreed between the parties hereto that; I. STATEMENT OF WORK: A. Activities: II The Subrecipient will be responsible for administering a CDBG Year 2003-2004 "Building on Success" in a manner satisfactory to the City and consistent with any standards required as a condition of providing these funds. Such program will include the following activities eligible under the Community Development Block Grant Program: Program Delivery Activity#1 Funding will be used to renovate the facility's exterior fa�ade in accordance with the Davis-Bacon Act (see page 12 paragraph (3.) Labor Standards). This facility provides dormitory housing accommodations and program services to abused and neglected children awaiting adoption or family reunification. Improvements will perserve the longevity of the physical structure which will reduce future maintenance requirements. General Administration The Program Coordinator will be responsible for the oversight of this project. All financial and performance reports will be processed by the Program Assistant. B.
