Perry,Purchasing Supervisori,�� <br /> SUBJECT: Bids for painting reservoir and generator enclosure <br /> SUMMARY RECOMMENDATION: Staff recommends awarding contract to Western <br /> Waterproofing, Co. to paint a reservoir and generator enclosure at the South Water Treatment <br /> Plant. <br /> BACKGROUND: The exterior of both the reservoir and generator enclosure have been exposed <br /> to the elements for the past 15 years. The reservoir has cracks and spalling concrete, and the <br /> generator has rust. These problems should be eliminated once the painting and repair work is <br /> completed. <br /> The low bid of Jones & Sullivan Enterprises does not meet City of Decatur specifications. The <br /> City of Decatur specifications request the coating for this project to be, Thoroseal Crementious <br /> coating, which is a cement base material. The bid of Jones and Sullivan is for using Thorocoat <br /> material, which is a different product entirely. It is more labor intensive to use the Thoroseal <br /> Crementious coating as it has to be mixed and is harder to apply with brush rather than being <br /> sprayed. <br /> The work to be done on this project requires the coating to be brushed on in order to match the <br /> existing texture and color, as well as being able to cover the repairs made with the patching <br /> material. City staff also feels it is safer to brush the material on since it is in such close proximity <br /> to treatment basins. The material required to accomplished all these items is Thoroseal <br /> Crementious coating. <br /> The low bid of Western Waterproofing meets City of Decatur specifications in this area as well <br /> as the rest of the applications. <br />
