, .
COUNCIL COMMUNICATION FORM
PURCHASING& 1NTERNAL SERVICES MEMORANDUM
#03 - OS
January 29, 2003 I',
TO: Hon ra 1 i
o b e Mayor Howley and Crty Council
FROM: Steve Garman, City Manager
Beth Couter,Financial Management Director
Deborah M. Perry,Purchasing Supervisor
SUBJECT: Bids for diesel eaust extraction system
SUMMARY RECOMMENDATION: Staff recommends awarding contract to Midwest Air
Pro, Inc. to furnish one (1)Nederman Magna rail diesel exhaust extraction system.
BACKGROUND: This system helps eliminate diesel soot and carcinogens in the cold diesel
smoke when starting the fire trucks inside the fire station. A large hose is connected to the
tailpipe of the fire truck and a fan then extracts the smoke out of the building.
The low bid of Clean Air Concepts is for an alternate type of system and does not meet City of
Decatur specifications. The alternate system is on a track and the City requested a rail system.
The Fire Department believes the rail system to be stronger than a track system. In addition, the
rail system can accommodate up to four vehicles.
The alternate bid provides a system with a 5" diameter hose instead of the 6" requested by the
City. The larger hose will remove a greater volume of exhaust faster.
Midwest Air Pro, Inc.'s bid meets City of Decatur specifications.
POTENTIAL OBJECTION: None.
INPUT FROM OTHER SOURCES: The system was requested by the Fire Department and
they wrote the bid specifications. They also recommend approval of bids.
STAFF REFERENCE: Mark Hansen, Battalion Chief 424-2811, Deborah M. Perry,
Purchasing Supervisor 424-2762. Mark Hansen will be at the council meeting to answer any
questions the council may have about this purchase.
BUDGET: $29,595 from General Fund.
