RESOLUTION NO. R2003-01 <br /> RESOLUTION ESTABLISHING <br /> CONFLICT OF INTEREST POLICY <br /> -COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME PROGRAMS - <br /> NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br /> DECATUR, ILLINOIS: <br /> Section 1. This policy is such that persons covered by Section 2 of this resolution are any <br /> employees, agents, consultants, officers or elected or appointed officials of the City of Decatur or <br /> of any designated public agencies or other subrecipients that are receiving funds from the City <br /> through either the Community Development Block Crrant (CDBG) program or the HOME <br /> program, each program as administered by the U. S. Department of Housing and Urban <br /> Development(HUD). <br /> Section 2. That no persons described in Section 1 hereof who exercise or have exercised <br /> any functions or responsibilities with respect to CDBG or HOME activities, or who are in a <br /> position to participate in a decision making process or gain inside information with regard to such <br /> activities, may obtain a financial interest or benefit from a CDBG or HOME assisted activity, or <br /> have a financial interest in any contract, subcontract, or agreement with respect to a CDBG or <br /> HOME assisted activity, either for themselves or those with whom they have business or <br /> immediate family ties, during their tenure or for one (1) year thereafter, unless an exception is <br /> permitted by�IUD pursuant to applicable law. <br /> Section 3.
