Newell, P.E., City Engineer�� �� <br /> SUBJECT: Drainage Area 18/Karen Drive Area Drainage Improvements, <br /> City Project 2002-36 <br /> SUMMARY RECOMMENDATION: <br /> An item on the agenda for the December 16, 2002, City Council Meeting is the authorization of <br /> an agreement for a preliminary drainage study with Phillip W. Cochran Consulting Engineer <br /> (PWC), for a fee not to exceed $13,900 for the Drainage Area 18 / Karen Drive Area Drainage <br /> Improvements. <br /> Staff recommends that the City Council approve the attached agreement. <br /> BACKGROUND: <br /> Drainage Area 18 is the area of the City, north of Pershing Road, that drains to Spring Creek. A <br /> map showing the proposed drainage study area is attached hereto. Three years ago the City <br /> completed a major drainage improvement to a portion of Drainage Area 18 south of Karen Drive <br /> along Greenridge Drive. At the time, it was staffs goal to begin addressing the known drainage <br /> problems in the area north of Karen Drive. Budget priorities and time constraints have not <br /> allowed this design study to proceed. With the proposed development of the Mound Middle <br /> School site, the drainage problems in this area take on a greater urgency. If City drainage <br /> policies are adhered to, it is likely that drainage will not increase from the site, however, area <br /> drainage will be impacted. <br /> For years, the proposed study area has been plagued by poorly defined drainage ways and ditches <br /> that have not efficiently conducted storm water runoff through the area. Many of the drainage <br /> ways are in back yard areas that are inaccessible to routine City maintenance. <br />
