.
COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
NO. 2002-77
November 20, 2002
TO: Honorable Mayor Howley and City Council
FROM: Steve Garman, City Manager
Stephen Swanson, P.E.,Director of Engineering & Infrastructure
Matthew C. Newell, P.E., City EngineerN"`"" .
SUBJECT: Shadow Lane Sanitary Sewer Outfall, City Project 2002-06
SUMMARY RECOMMENDATION:
An item on the agenda for the December 2, 2002, City Council Meeting is the authorization of an
agreement with Tele Scan, Inc., for a fee not to exceed $10,000, for home inspections in the
Cresthaven Park subdivision.
Staff recommends that the City Council approve the attached agreement.
BACKGROUND:
In February, 2002, the City Council authorized an agreement with Bainbridge, Gee, Milanski &
Associates, Inc. (BGM), to investigate ongoing sanitary sewer overflows in the North MacArthur
area outlined on the attached map. In October, City staff received the final report from BGM.
The executive summary of the Shadow Lane Sanitary Sewer Outfall Study is attached hereto for
your review. Full versions of the report will be provided to those members of Council who
desire a copy.
In their report, BGM recommends a three phase approach in reducing the potential for sanitary
sewer overflows in the sewer serving this portion of the City. The recommended approaches
come from two directions: (1) increased maintenance and (2) reduction in storm water entering
the sewer system. Staff will make future presentations to Council on recommended changes in
maintenance which will likely include herbicide applications to control root intrusions, increased
televising of sewers and perhaps increased sewer cleaning needs.
