Newell, P.E., City Enginee�,�f <br /> SUBJECT: Bayshore North Preliminary Drainage Design, City Project 2002-32 <br /> SUMMARY RECOMMENDATION: <br /> An item on the agenda for the November 18, 2002, City Council Meeting is the authorization of <br /> an agreement for design services with Phillip W. Cochran Consulting Engineer (PWC), for a fee <br /> not to exceed $23,500 to prepare a preliminary drainage design for the Bayshore North area <br /> which drains behind the houses fronting on Franzy Drive and Point Bluff Drive. <br /> Staff recommends that the City Council approve the attached agreement. <br /> BACKGROUND: <br /> The attached drawing shows the proposed design area. The drainage area feeding the Bayshore <br /> North drainage way extends from Hackberry Drive / Place, on the east, to nearly Franklin Street <br /> Road, on the west. The area is lined with gullies and ravines which are located behind houses in <br /> locations largely inaccessible for normal maintenance. <br /> As the Council has been made aware, drainage in this area continues to cause damage to private <br /> property. Additionally, erosion problems are occurring along Sandcreek Drive, Bay Shore Drive <br /> and in the various ravines and gullies that serve as the area drainage way. <br /> In the Spring of 2002, staff requested PWC to complete a brief drainage report on the Sandcreek <br /> /Bayshore/Franzy Drive area. This report recommended that "bandaid" approaches that address , <br /> small problems as they occur in the drainage area are temporary at best and that a more long term <br /> approach should be taken to address the entire drainage basin. This agreement covers the lower <br /> end of the drainage basin which will go a long way toward stabilizing the more immediate <br /> problems associated with the area drainage. This work will also provide a solid foundation for <br /> future improvements in the area far the coming years. <br />
