Krieger,Assistant City Manager <br /> SUBJECT: Procurement of Engineering Services or Mound/51 Project <br /> RECOMMENDATION: <br /> Approval of the attached resolution will authorize the City Manager to negotiate and execute <br /> agreements for engineering services related to the Mound/51 project. The City Manager's <br /> authority would be capped at $30,000. City staff recommends approval. <br /> BACKGROUND: <br /> As Council will recall, Resolution R2002-168 authorized the City Manager to execute an <br /> agreement with Cochran Engineering for civil engineering services related to the preparation of a <br /> Mound/51 project detailed site plan. The cost of that agreement was not to exceed $20,000, and <br /> that work is underway. As part of providing those civil engineering services Cochran <br /> Engineering is working with Target staff to accommodate their proposed building on the <br /> Mound/51 site. <br /> As part of its final site plan approval process, Target requires that a pre-development checklist be <br /> prepared in order to demonstrate that the proposed site can accommodate a Target store. In this <br /> case City staff is working with Cochran Engineering to prepare that documentation. <br /> Target is vety specific with respect to not only the format of the final document, but also the type <br /> of information it must contain. Before a site can be approved, both a photometric (lighting)plan <br /> and geotechnical (soil borings) report must be submitted as part of the pre-development <br /> checklist. While it is expected that both the photometric plan and geotechnical reports can be <br /> prepared for well less than $10,000, the purpose for the resolution is to allow for quick <br /> turnaround time if and when future related services are needed. <br /> At Target's request, City staff is attempting to complete the checklist by early to mid December, <br /> so a required pre-development meeting can be scheduled. <br /> POTENTIAL OBJECTION: <br /> City staff is not aware of any opposition to the attached resolution. <br /> INPUT FROM OTHER SOURCES: <br /> N/A <br /> STAFF REFERENCE: <br /> If Council members have questions they may contact A.J.
