Mass Transit Memorandum No. 101102-2 October 11, 2002 TO: Honorable Mayor Howley and City Council FROM: Steve Garm , City Manager Paul McCh cy, Mass Transit Administrat��% SUBJECT: Purchase Order for Light Duty Paratransit Vans SUMMARY Staff recommends that Council adopt a Resolution awarding a RECOMMENDATION: purchase order for two light duty paratransit vans to MIDWEST TRANSIT EQUIPMENT, INC., the lowest bidder as determined by the State of Illinois through their bidding process. BACKGROUND: The State has awarded the City of Decatur a joint federal-state grant in the amount of$88,000 for the purchase of 2 light duty paratransit vans. The State has let bids under their bidding process for this type of van and has determined that Midwest Transit Equipment, Inc. (Kankakee, IL) is the lowest responsible bidder. The State finds that the lowest bidder is capable of, and competent to perform the work required. The City is authorized to purchase its vans from the State's bid if it chooses, without going through its own bidding process. Staff has examined the vehicle specifications supplied and approved by the State, and has determined that these specifications meet our needs for paratransit vans. The bid for the two vehicles, including the price increase for the 2003 model year, is $89,140 ($44,570 per van). With the State's $88,000 grant, the City would be required to pay only $1,140 for the two vehicles. POTENTIAL No known objection to awarding the purchase order to Midwest OBJECTION: Transit Equipment,the lowest bidder as selected by the State. Local funds in the amount of$1,140 will be required to make up the total purchase price of$89,140.
