Mass Transit Memorandum <br /> No. 101102-2 <br /> October 11, 2002 <br /> TO: Honorable Mayor Howley and City Council <br /> FROM: Steve Garm , City Manager <br /> Paul McCh cy, Mass Transit Administrat���% <br /> SUBJECT: Purchase Order for Light Duty Paratransit Vans <br /> SUMMARY Staff recommends that Council adopt a Resolution awarding a <br /> RECOMMENDATION: purchase order for two light duty paratransit vans to MIDWEST <br /> TRANSIT EQUIPMENT, INC., the lowest bidder as determined <br /> by the State of Illinois through their bidding process. <br /> BACKGROUND: The State has awarded the City of Decatur a joint federal-state <br /> grant in the amount of$88,000 for the purchase of 2 light duty <br /> paratransit vans. The State has let bids under their bidding process <br /> for this type of van and has determined that Midwest Transit <br /> Equipment, Inc. (Kankakee, IL) is the lowest responsible bidder. <br /> The State finds that the lowest bidder is capable of, and competent <br /> to perform the work required. The City is authorized to purchase <br /> its vans from the State's bid if it chooses, without going through its <br /> own bidding process. Staff has examined the vehicle specifications <br /> supplied and approved by the State, and has determined that these <br /> specifications meet our needs for paratransit vans. <br /> The bid for the two vehicles, including the price increase for the <br /> 2003 model year, is $89,140 ($44,570 per van). With the State's <br /> $88,000 grant, the City would be required to pay only $1,140 for <br /> the two vehicles. <br /> POTENTIAL No known objection to awarding the purchase order to Midwest <br /> OBJECTION: Transit Equipment,the lowest bidder as selected by the State. <br /> INPUT FROM Richard Foiles, General Manager <br /> OTHER SOURCES: Decatur Public Transit System <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME The City has already obtained a combined state-federal grant for <br /> IMPLICATIONS: the purchase of two light duty paratransit vans, totaling $88,000. <br /> Local funds in the amount of$1,140 will be required to make up <br /> the total purchase price of$89,140. <br />
