Newell, P.E., City Engineer�,�t,�vi <br /> SUBJECT: Country Manor/Powers Boulevard Area Street Improvements <br /> City Project 2001-07 <br /> SUMMARY RECOMMENDATION: <br /> It is proposed that the City Council authorize an agreement for engineering services with SKS <br /> Engineers, Inc., (SKS) for a fee not to exceed $24,780 to provide design services for a proposed <br /> street improvement project for the Country Manor/Powers Boulevard area. <br /> BACKGROUND: <br /> Over the past several years, City Engineering has received numerous complaints from Country <br /> Manor Drive / Powers Boulevard area residents regarding the condition of the streets servicing <br /> the neighborhood. Roadway damage to the concrete pavement in this area is significant enough <br /> that traditional pavement rehabilitation techniques can no longer adequately address the needed <br /> repairs. <br /> In April 2001, the City Council authorized a preliminary design services contract with SKS to <br /> evaluate the neighborhood street system and propose an improvement method. The report <br /> recommended that significant portions of Powers Boulevard and Country Manar Drive be <br /> replaced with new pavement over an improved subgrade. Recommendation was also made to <br /> provide storm drainage improvements and other less extensive pavement repairs. <br /> SKS has a significant knowledge of pavement design and staff recommends that they be awarded <br /> the final phase of the Country Manor/ Powers Boulevard area street improvement design work. <br /> This work will encompass the overall project design which includes the development of plans, <br /> the preparation of specifications and the computation of the engineer's estimate. <br />
