.. f .
DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2002-33
August 26, 2002
TO: Honorable Mayor Howley and City Council
FROM: Steve Garman, City Manager
John A. Smith, Assistant City Manager for Public Services
Keith D. Alexander, Director of Water Management r/
N 1
SUBJECT:
South Water Treatment Plant Office and Lab Expansion
City Project 2000-31
SUMMARY RECOMMENDATION:
Council adopt the attached Resolution authorizing the Professional Services Agreement between
the City of Decatur and Homer L. Chastain and Associates, LLP (Chastain).
BACKGROUND:
On August 5, 2002, Council authorized a construction contract for this project to Christy-Foltz,
Inc., at a cost of $1,626,195. A moderate level of technical and field support is necessary to
properly manage this type of construction. Black & Veatch was the architect for the project.
Chastain provided field services to Black & Veatch during the design process. The existing
engineering services agreement between the City and Black & Veatch does not provide
construction field support. Therefore, it is proposed that Chastain provide this support at a cost
not to exceed $107,997.
A separate technical support agreement with Black & Veatch, at a cost not to exceed $170,750
will also be presented to Council on September 3 to obtain the remaining services necessary to
complete this project.
POTENTIAL OBJECTION:
None foreseen.
INPUT FROM OTHER SOURCES:
Black&Veatch Corporation and Homer L. Chastain and Associates, LLP.
STAFF REFERENCE:
Keith D. Alexander, Director of Water Management, telephone 424-2863
e-mail kdalexander@decaturnet.org
