COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
NO. 2002-64
August 20, 2002
TO: Honorable Mayor Howley and City Council
FROM: Steve Garman, City Manager
te hen Swanson P.E. Director of En ineerin & Infrastructure
I S P g g
Matthew C. Newell, P.E., City Engineer
SUBJECT: Sesom/ Semor Drainage Improvements, City Project 2001-52
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution awarding the
contract for the Sesom / Semor Drainage Improvements, City Project 2001-52, to Siciliano, Inc.,
as the lowest, responsible bidder in the amount of$109,835.78, and that the Mayor be authorized
to execute the contract, and the City Clerk to attest.
BACKGROUND:
In 2001, City staff received a complaint by the home owner at 1310 Semor Drive, that storm
water was backing up into his home. Investigation by staff determined that a small field tile was
believed to have been installed in a drainage way that was filled in at the time the area homes
were constructed. The field tile was surcharging into the home during heavy storm events.
Although likely installed by a private entity many years ago, the field tile conveys public
drainage and it is necessary to continue drainage through this area. It was decided that the best
solution to the problem was the installation of a storm drain line that would bypass the existing
field tile and remove a significant amount of storn water from the bacic yards of the homes in the
1800 block of South Fairview Avenue.
Project plans and specifications were prepared by the Engineering Division. The project was
advertised August 7, 2002, and bids were opened on August 19, 2002. The results for the letting
are as follows:
Compared to
Engineer's Est.
Bidder Bid Price Over (-Underl
Engineer's Estimate $128,273.78 -----
Siciliano, Inc. $109,835.78 ( -14.37 %)
Entler Excavating Co., Inc. $117,149.00 ( - 8.67 %)
Bodine Services, Inc. $127,545.00 ( - 0.57 %)
