RESOLUTION NO. R2002-167 RESOLUTION APPROVING TRANSFER OF PROPERTY DECATUR SCHOOL DISTRICT NO. 61 -NEAR NORTH REDEVELOPMENT PROJECT AREA- Whereas, the City Council for the City of Decatur, Illinois, and the Board of Education for Decatur School District No. 61 do jointly resolve as set out herein; and, Whereas, the City Council and the Board of Education seek to improve the City and School District and the environs of each, including increasing the property tax base within their respective boundaries; and, Whereas, the City and School District believe it is important to cooperate in such an effort, when possible, to better assure the success of any undertaking that will affect both; and, Whereas, the City and School District recognizes that economic growth and improvement of facilities is necessary for the continued growth and improvement of what each entity can offer its residents; and, Whereas, the Decatur Housing Authority is the recipient of a HOPE VI grant from the Federal government to be used to improve and promote the living environment in an area in Decatur generally referred to as the "Near Northside"; and, Whereas, that one of the important criteria to be considered in the development of the near northside area is the location of a new public school within the project area, and the location of a school therein will better assure the full realization of funds allocated to said grant; and, Whereas, the School District at the end of the 2000 / 2001 school year closed Durfee School because of its age and condition, and this school served many of the residents in the near northside project area. The School District can better serve its residents if a modern school facility can be located in this area; and, Whereas, the School District is the owner of property at the intersection of Route 51 and Mound Road in Decatur, Illinois, on which is located two (2) school facilities commonly known as Mound School and Sunnyside School; and,
