HAZARD MI'TIGATION GRANT PROGRAM
CITY OF DECATUR, ILLIIFOIS _
5. The project is to permanently retrofit three flood-prone single-family residential
structures to reduce the future flood damages as elevation type projects. The elevation
may be achieved by means of physically raising the structures or constructing a levee or
floodwall to protect these structures. All three residences are essentially concrete
slab-on-grade structures which will require that each be investigated by a structural
engineer to determine the feasibility of physically raising the structures. If it is
determined that one or all of the structures cannot be structurally raised, the next
alternative would be to construct a levee or floodwall around the structures. It is
recommended that a cost analysis be dor.e for each structurfor both of the finro retrofit
options to determine the most cost effective method.
The first residence is a single story structure located at 1750 South Commonwealth
Avenue, owned by Robert E. Stewart, Jr., and approximately 1,100 square feet in size.
The second is split-level structure located at 4013 E. Maynor Street, owned by Charles
& Diane Smith and is approximately 1,900 square feet in size . The third residence is a
single story structure located at 1725 S. Baltimore Avenue, owned by a Mr. Tim Adams
and approximately 670 square feet in size with a detached garage. Location maps.are
provided in response to Item 19 of this application form.
6.a All three residences experienced shall flooding (less than 12 inches). The flooding
damages the flooring and/or carpeting, personal property sitting on the floor, interior
- walls and wall coverings, creates personal safety issues associated with electrical
appliances and circuits and home HVAC systems. In addition, it causes problems with
mold as a result of the moisture that may seep into insulation and the walls.
b.These structures will typically be flooded for less than d ay unless the flooding is
sustained by continuing rains or storm water runoff cannot recede. in a norr.al manner.
c.The structures are not in a designated 100-year floodplain or near a creek, river or
lake that contributes directly to the flooding problem. These structures are in an area
that has minimal topographic change and were originally constructed with limited
consideration to providing an elevation difference to the adjoining ground to prevent the
flooding problems that occur. This area is prone to flooding from heavy rainfalls or-from
extended wet periods that effectively result in heavy storm water runoff. The roadside
ditches and drainage outfalls in this area have lirited capacity which may contribute to
the flooding.
7. The benefit of this project is primarily property protection and the associated ,
economic benefits to the property owners in not, on a recurring basis, having the -
personal expense of replacing and restoring personal property and the personal loss of
time away from work to remedy the problems caused by flooding. There are also
economic benefits to be realized by the property owners and the public through the long
term, potential savings in flood insurance and flood damage claims by not having these
properties "perpetually exposed" to flooding damage occurrence. There are potential,
life saving benefits as the result of residents in these structures not being exposed to
the electrical dangers that may result from the flooding in their homes. There are
potential environmental benefits associated with the problems associatedwith excess
humidity in a home causing mold problems and the potential contamination of home
plumbing systems and possibly the public water supply system.
Page 1
~t :
