Love, Neighborhood Service D' ctor �/Jy <br /> U o�__ <br /> SUBJECT: Amendment of City of Decatur's Annual Action Plan <br /> RECOMMENDATION: Staff recommends approval of the attached resolution amending the <br /> City of Decatur's Annual Action Plan, submitted to and approved by the U.S. Department of <br /> Housing and Urban Development, to include a reallocation of funds ($35,000) providing <br /> operating support to the City's two Community Development Housing Organizations(CHDO's) <br /> BACKGROUND: In accordance with the guidelines of the U. S. Department of Housing and <br /> Urban Development, Neighborhood Renewal developed and submitted an Annual Action Plan for <br /> FY2002-03 describing funding allocations for the upcoming year along with strategic j <br /> implementation of the priorities identified in the City's five year Consolidated Plan. ''� <br /> The City is required to set aside 15% of its annual Home Investment Partnerships (HOME) <br /> allocation to fund CHDO projects. Additionally, the City has the option of designating up to S% <br /> of its HOME allocation for CHDO operating expenses. In the past, the City has exercised that <br /> option. Because of the enormous amount of resources required for the Near North <br /> Redevelopment Project, the Annual Action Plan for the cunent year focused on the Near North <br /> Redevelopment Homebuyer Program, including what has been set aside for CHDO operating <br /> costs. The CHDO's protested this actioq claiming that since the City had been providing <br /> operating funds, when budgets were developed, it was assumed that the City would continue <br /> doing so. After reviewing the information, staff decided to reallocate $35,000 from the Near <br /> North Homebuyer Program to reinstate the CHDO operating funds. However the CHDO's have <br /> been notified that this is a one year reprieve, not a reinstatement of a given event.
