. � <br /> DECATUR POLICE DEPARTMENT <br /> MEMORANDUM#02-42 �i <br /> August 19, 2002 I <br /> TO: Mayor Terry Howley and City Council I <br /> Steve Garman, City Manager I <br /> FROM: Mark Barthelemy, Chief of Police� <br /> SUBJECT: 2002 Local Law Enforcement Block Grant(LLEBG) <br /> SUMMARY RECOMMENDATION: It is the recommendation of the Decatur Police Department that <br /> the council approve the grant request and authorize the local cash match of$10,764 under the federal <br /> guidelines. <br /> BACKGROUND: The LLEBG was established within the Bureau of Justice Assistance(BJA)under <br /> the Omnibus Fiscal Year 2002 Appropriations Act. The level of funding for this grant is $129,170. <br /> However, The County of Macon has again applied as a Disparate Jurisdiction to the State of Illinois, Office <br /> of the Attorney General, and was granted Disparate status. Sheriff Roger Walker and myself struck an <br /> agreement and Macon County is receiving$32,293 in LLEBG funds, redirected from City of Decatur <br /> funding. Macon County must provide their own local cash match and will be required to make reports to <br /> the BJA regarding the disbursement of those funds. The remaining$96,877 for the CiTy of Decatur would <br /> require a local cash match of$10,764, bringing the total grant amount to$107,641. Funding may be used <br /> for any of the seven purpose areas, which range from purchasing equipment to funding hire back patrols, <br /> which are two of the purpose areas we intend to utilize. <br /> The 2001-2003 grant is being used to provide for hir�back patrols and the purchase of mobile video <br /> cameras for all marked units. <br /> ACTION PLAN: The current offering of block grant funds (2002-2004)through the BJA provides <br /> additional funds for continued hire back patrols to enhance the efforts of community policing and crime <br /> prevention. The patrols will also focus on gang suppression and street level narcotics enforcement. <br /> Additonal hirebacks will conduct selective traffic enforcement to ensure compliance with traffic laws in <br /> targeted high speed and high accident areas.
