DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2002-31
July 30, 2002
TO: Honorable Mayor Howley and City Council
FROM: Steve Garman, City Manager
John A. Smith, Assistant City Manager for Public Services '
Keith D. Alexander, Director of Water Management
SUBJECT:
Lake Decatur Watershed Resource Management Plan
SUMMARY RECOMMENDATION:
Council adopt the attached Resolution amend'ing the Intergovernmental Agreement between the
City of Decatur and the Macon County Soil & Water Conservation District (District) for Sand
Creek Resource Plan Funding and Administration.
BACKGROUND:
In October of 2000, Council authorized the above-referenced intergovernmental agreement
which provided $75,000 to the District far the implementation of conservation practices in the
Sand Creek subwatershed of Lake Decatur. Attached is a copy of the District's final report on
the project. The project was extremely successful, and is projected to prevent 25,070 tons of soil
from enterin Lake Decatur over the next 15 ears.
g Y
The project was also a financial success. The District does not charge the City additional
administrative expenses for this project. With $75,000 in City funds, the District was able to
obtain $38,645 in Federal cost share funds and $6,380 in State cost share funds. This means that
the District was able to reduce City expenses for this project by $45,025.
The Lake Decatur Watershed Resource Management Plan consists of producing resource plans
for the numerous Lake subwatersheds. The Finley Creek subwatershed plan was recently
completed (copy attached). The District is requesting that the City allow the remaining Sand
Creek funds to be made available for both the Sand Creek and Finley Creek subwatersheds.
They will also apply for Federal and State cost share funds for Finley Creek. Staff concurs with
the District's request.
POTENTIAL OBJECTION:
None foreseen.
