. ;
COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
NO. 2002-55
July 29, 2002
TO: Honorable Mayor Howley and City Council
FROM: Steve Garman, City Manager
Stephen Swanson, P.E.,Director of Engineering & Infrastructure
Matthew C. Newell, P.E., City Enginee
SUBJECT: Lake Shore Drive Storm Sewer Improvement, City Project 2001-44
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution awarding the
contract for the Lake Shore Drive Storm Sewer Improvement, City Project 2001-44, to Entler
Excavating Co., Inc., as the lowest, responsible bidder in the amount of$142,399.00, and that the
Mayor be authorized to execute the contract, and the City Clerk to attest.
BACKGROUND:
Area home owners have been concerned about drainage in the area for several years. Recent
televising of the area storm sewers indicated that the pipes were near collapse and were no longer
conveying storm drainage at an acceptable rate. Several voids were discovered adjacent to the
pipe. In early May a portion of the storm sewer collapsed on a sanitary sewer main causing raw
sewage to be diverted to the lake for a short period of time.
It is important that this storm system be replaced and improved in order to restore reliable storm
water drainage to the area.
Project plans and specifications were prepared by the Engineering Division. The project was
advertised July 10, 2002, and bids were opened on July 29, 2002. The results for the letting are
as follows:
Compared to
Engineer's Est.
Bidder Bid Price Over (-Under)
Engineer's Estimate $163,086.50 -----
Entler Excavating Co., Inc. $142,399.00 ( -12.68 %)
Bodine Services, Inc. $143,873.00 ( -11.78 %)
Burdick Plumbing&
Heating Co., Inc. $176,517.00 8.24 %
