Harris, do hereby certify that I am the fully qualified and acting City Clerk <br /> of the City of Decatur, Illinois, and as such City Clerk, I am the keeper of the seal, records and <br /> files of the City of Decatur. <br /> I do further certify that at a duly constituted and legally convened meeting of the City <br /> Council of the City of Decatur,held on the 22nd day of July, 2002, a resolution was adopted in <br /> full accordance and conformity with the ordinances of the City of Decatur and the statutes of the <br /> State of Illinois, as made and provided, and that the following is a full, complete and true copy of <br /> the pertinent provisions of said Resolution: <br /> BE IT RESOLVED,BY THE CITY COUNCIL OF THE CITY OF DECATUR, <br /> ILLINOIS: <br /> . <br /> Section 1. That the City of Decatur file an application with the State of Illinois <br /> in order to obtain capital grant assistance under the provisions of the Civil Administrative <br /> Code of Illinois (Part 8.5), 20 ILCS 2705/49 et seq•; the Civil Administrative Code of <br /> Illinois (Part 9), 20 ILCS 5/51; and the General Obligation Bond Act, 30 ILCS 330/4. <br /> Section 2. That the City Manager, the City Clerk and the Corporation Counsel of <br /> the City of Decatur be, and they are hereby, authorized and directed to execute and file <br /> such Application on behalf of the City of Decatur. <br /> Section 3.
