{ .
 ' •'. .
DECATUR POLICE DEPARTMENT
MEMORANDUM #02-39
, TO: Mayor Terry Howley and City Council
Steve Garman, City Manager
FROM: Mark Barthelemy, Chief of Police""
' Michael Buckley, Commander of Administrative Operations Division —
DATE: July 3, 2002
SUBJECT: Proposed Resolution Authorizing Execution of Agreement between the City of
Decatur and the Decatur School District (District 61) regarding school crossing
guards.
SUMMARY RECOMMENDATION: Staff recommends that Council approve the proposed
agreement. I
BACKGROUND: For many years, the Decatur Police Department has coordinated the hiring
of temporary employees through an employment agency to staff specific locations within the City
of Decatur during the morning and afternoon time periods with crossing guards for the school
children traveling to and from school. All expenses have been paid by the City of Decatur for this
service. Each year, discussions with the Decatur School district occur to determine (or confirm)
the locations to be serviced for the next school year as well as staff time spent in administering
this program.
This agreement provides for District 61 to take over the duties of administration of the crossing
guard program including, selecting the necessary locations to be staffed, administering the hiring
and/or selection process of the crossing guards and ensuring that the positions are staffed on a
daily basis. The City of Decatur agrees, for the term of this agreement, to continue funding the
program and to reimburse District 61 for those expenses with an amount not to exceed $86,000.
This is the amount that has been budgeted by the Decatur Police Department for several years for
this service. This is a one year agreement that may be extended on an annual basis by written
agreement between the Chief of Police and the Superintendent of District 61.
STAFF REFERENCE:
Mark Barthelemy- Chief of Police, telephone 424-2741
E-mail: mark.barthelemy@decaturnet.org
Michael Buckley - Commander, telephone 42402740
E-mail: cmdrbuckley@decaturnet.org
