- 4 - <br /> Buyer may be given by certified mail addressed to the City Manager <br /> at 1 Gary Anderson Plaza, Decatur, Illinois 62523 . Notice <br /> delivered in person is effective when received. Notice by <br /> certified mail is effective three days after it is deposited in the <br /> U. S . Post Office, addressed as herein provided and with proper <br /> postage fully prepaid. <br /> 12 . If either Buyer or Seller brings an action against the <br /> other with respect to this Agreement, the prevailing party shall be <br /> entitled to recover its reasonable attorneys' fees, costs and <br /> expenses . <br /> 13 . This contract shall be binding upon the heirs, executors, <br /> administrators, successors and assigns of Seller and Buyer. Where <br /> "now" is used, the date of signing is intended.
