COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
2 02-4
NO. 0 7
July 9, 2002
TO: Honorable Mayor Howley and City Council
FROM: Steve Garman, City Manager
Stephen Swanson, P.E., Director of Engineering & Infrastructure
Matthew C. Newell, P.E., City Engineer ,,✓t
bv-
SUBJECT: Kaydon Drive-Imboden Drive Sanitary Sewer Study, City Project 2002-25
SUMMARY RECOMMENDATION:
An item on the agenda for the July 15, 2002, City Council Meeting is the authorization of an I
agreement for design services with Bainbridge, Gee,Milanski &Associates, Inc. (BGM) for a fee
not to exceed $30,000 to study the sanitary sewers in the Kaydon Drive -Imboden Drive area.
Staff recommends that the City Council approve the attached agreement.
BACKGROUND:
The attached drawing shows the proposed Kaydon Drive - Imboden Drive Sanitary Sewer Study
area. This sanitary sewer system covers an area that extends from Franklin Street Road on the
east, the Illinois Central Rail Road on the west and Imboden Drive on the north. For many years,
sanitary sewer backups and overflows have plagued several homes on Kaydon Drive and regular
sewer overflows have occurred on Imboden Drive near Medial Drive. These overflows have
caused sanitary sewage to be discharged into private homes and into nearby streams. It is
paramount that the City aggressively address sanitary sewer overflows and strive to identify and ,
correct problems as they occur.
City staff proposes to have BGM perform a review of the sanitary sewer system servicing the
Kaydon Drive - Imboden Drive area and provide the City with realistic options that can be
enacted to correct the overflow problems being experienced. BGM is a very competent and
respected firm in the field of sanitary sewer design and experience has shown that they will
provide an excellent review of the sanitary sewer system.
