. s
Neighborhood Services Department Memorandum
#02-24
June 25, 2002
TO: Honorable yor Howley and City Council
FROM: Steve Ga City Manager
A.J. Krieg , sistant City Manager
Linda J. Love, eighborhood Servic ctor
SUBJECT: Lead-Based Paint Hazard Control C'rrant Application
RECOMMENDATION:
Staff recommends approval of a resolution authorizing the submittal of a Lead-Based Paint
Hazard Control Crrant Application to the U. S. Department of Housing and Urban Development
(HUD) in the amount of$592,599. The proceeds will be used to supplement the City's esting
lead-based paint hazard control efforts in owner-occupied residential rehabilitation, as well as aid
in the implementation of a renter-occupied residential rehabilitation program.
BACKGROUND:
The City of Decatur is requesting $592,599 from HLTD to reduce lead-based paint hazards in forty
housing units, along with providing education to low and moderate income individuals about
lead-based paint hazards in their homes. The project would be a joint effort with the Macon
County Health Department. The proposed application would use the funding to expand current
lead-based paint hazard control efforts, targeting eleven inner city census tracts. The project
would have a positive impact on the number of safe owner-occupied and renter-occupied housing
units. According to the most recent census, 87% of the housing stock in the city of Decatur was
built before 1980, and therefore has a high probability of containing lead-based paint.
The grant application was completed by the Neighborhood Renewal Administrator, with support
from other division staff and technical assistance provided by HUD. The City Clerk has a copy of
the application for review.
POTENTIAL OBJECTION:
None known.
INPUT FROM OTHER SOURCES:
Notice of funding availability from the federal government, technical assistance provider
STAFF REFERENCES:
If City Council has any questions, please contact Linda Love, Neighborhood Services Director, or
Patricia Tyus, Neighborhood Renewal Administrator
BUDGET/TIME IMPLICATIONS:
The City is applying for $592,599 in federal grant funds. If the grant is awarded, the funds would
be spent in FY2003-2004, FY2004-2005 time frame.
