f •o
COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
N0. 2002-45
June 26, 2002
TO: Honorable Mayor Howley and City Council
FROM: Steve Garman, City Manager
Stephen Swanson,P.E., Director of Engineering & Infrastructur
Matthew G Newell, P.E., City Engineer
SUBJECT: Spring Creek Channel Rehabilitation, City Project 2001-47 'i
Project Extension ,
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution authorizing an
increase in the project funding for Spring Creek Channel Rehabilitation, City Project 2001-47.
The resolution enables the City Manager and the Director of Engineering & Infrastructure to
increase the contract amount not to exceed$50,000 to complete the project.
BACKGROUND:
The Spring Creek Channel Rehabilitation project is currently in progress with Willoughby
Excavating, Inc. as the contractor. The purpose of the project is to reestablish the existing
channel and slopes at critical locations in the creek that have suffered extensive erosion damage.
This work is being accomplished by removing sediment or placing fill as necessary and using rip
rap for slope protection.
Recent inspections of the project limits have indicated the need to increase project quantities in
order to assure proper project completion. Quantity increases are necessary for two reasons: (1)
certain quantities were underestimated by the Engineering Division on the design review; and,
(2) the extraordinary flooding that occurred this spring increased the erosion damage to the creek.
The Engineering Division has conducted a thorough inspection of the project site and has
determined that the rip rap needed to stabilize the creek bank is nearly double that originally
proposed in the contract. Staff is estimating that an additional $20,000 will be required to be
added to the proj ect to cover the necessary work. The resolution attached hereto authorizes an
expenditure of up to $50,000 in total, to complete the Spring Creek Channel Rehabilitation
proj ect.
