Quandt, E.I.T., Civil Engineer I <br /> SUBJECT: Albany- Fulton Storm Sewer System, City Project 9838 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding the <br /> contract for the Albany - Fulton Storm Sewer System, City Project 9838, to Entler Excavating <br /> Co., Inc., as the lowest, responsible bidder in the amount of$399,771.20, and that the Mayor be <br /> authorized to execute the contract, and the City Clerk to attest. I� <br /> BACKGROUND: <br /> On December 7, 1998 the City Council authorized the design of storm drainage improvements to <br /> mitigate local flooding problems in the area located generally south of Fulton Street near its <br /> intersection with Albany Street (map attached). The need for these improvements was identified <br /> in the "Report on Storm Drainage for the City of Decatur, Illinois, 1966" prepared by Warren & <br /> Van Pragg, Inc. (1966 Storm Water Plan). <br /> To date, with the approval of the City Council, the City has acquired all of the right of way and <br /> easements necessary to complete the proposed improvements. <br /> Due to budget constraints it was originally intended that this project be completed in two phases. <br /> Phase one was estimated and budgeted at $325,000 and phase two at approximately $200,000. <br /> Extremely good bids were received on this letting and it is staffs recommendation that the entire <br /> project be awarded and constructed. To allow room in the capital budget, staff proposes to forgo <br /> the reconstruction of Parking Lot #4 (near the Decatur Club) this fiscal year and direct that <br /> funding toward the Albany - Fulton storm sewer project. To date, very little progress has been <br /> made on the design of the parking lot and it is likely that it will not be completed this fiscal year. <br />
