It was agreed that the - <br /> study should be done by a private consultant. <br /> The City and the Village made a joint application to the Decatur Urban Area Transportation <br /> Study (DUATS) to obtain funding for the study. DUATS approved a Surface Transportation <br /> Program Urban (STPU) grant for the project. The grant funds 80 percent ($32,000) of the <br /> study which was estimated to cost $40,000. The City and Village will each contribute 10 <br /> percent ($4,000) towards the cost of the study. <br /> A Request for Qualifications and Proposals was prepared by City staff and sent to consultants <br /> considered to have the professional expertise and the interest to perform the study. Three <br /> consultants submitted proposals in response to the request. The consultants were Strand <br /> Associates, URS Corporation and Homer L. Chastain & Associates. The three proposals were <br /> reviewed by the City and the Village. The consensus was that Homer L. Chastain &Associates <br /> be selected to do the study. The selection was based on each firm's responsiveness to the <br /> request, project understanding, and the experience of the firm and its' designated staff with <br /> similar studies. <br /> An agreement between the City of Decatur, Village of Forsyth and Chastain has been prepared <br /> (copy attached). The study will determine the feasibility of the intersection of Hickory Point <br /> Road with U.S. 51. The cost of the study is $39,800. <br /> POTENTIAL OBJECTION: I <br /> There are no known objectors to this action. I <br /> INPUT FROM OTHER SOURCES: <br /> Input was obtained from the Village of Forsyth regarding this matter and Gregg Foltz of Homer <br /> L. The Surface Transportation Program Urban will pay for 80 <br /> percent of the study ($31,840), the Village of Forsyth's cost share is 10 percent ($3,980) and <br /> the City's cost share is 10 percent ($3,980).
