 R
June 11, 2002
ENGINEERING & INFRASTRUCTURE MEMORANDUM
NO. 2002 - 33
MEMORANDUM TO: Honorable Mayor Howley and City Council
FROM: Steve Garman, City Manager
Stephen Swanson, P. E., Director of Engineering & Infrastructure
SUBJECT: Central Park Fountain
SUMMARY RECOMMENDATION: I
It is recommended by City staff that the City Council approve the attached resolution ,
authorizing a Change Order to Christy-Foltz in the amount of $58,695.00 for additional work ',
items for the new Central Park Fountain which were not included in the contract entered into on '
January 2, 2002. ',
BACKGROUND: II
A number of items associated with the new fountain were not included in the City's contract I
with Christy-Foltz. This was done to provide the City an opportunity to decide how or if it '
wanted to proceed with any of the associated items. The associated items included the sewer
outfall, new concrete sidewalk, sidewalk replacement, lighting and landscaping. City staff is at
this time making its recommendation on how to proceed with the items not included in the
contract with Christy-Foltz.
It is recommended that Christy-Foltz proceed to construct the two bordering sidewalk "rings"
around the fountain and to make repairs to the concrete sidewalk damaged during construction
through no fault of the contractor. In addition, staff is recommending that sections of existing
sidewalk be replaced which are adjacent to the new outer "rings". This to provide a better
match between the new and existing sidewalks. The attached drawing shows the
recommended work.
Christy-Foltz has submitted a price to install the two bordering "rings" of$29,037. City staff and
Architectural Expressions have worked to modify the inner "ring" which was proposed to be a
dyed concrete with an imprinted brick pattern. The modified inner "ring" is now proposed to be
a dyed concrete having sawcut lines in the sidewalk surface that radiate outward from the
fountain as shown on the attached drawing. The brick pattern was included as an alternate in
the original bid for which Christy-Foltz bid $53,544. This amount included 12 flush mounted light
fixtures. The proposed modification is considered to represent a complementary architectural
feature to the fountain. Christy-Foltz proposes to do the adjoining sidewalk replacement work
for $6,707. This work will include replacing a small section of the existing brick walk on the
west side of the fountain immediately adjacent to the two new bordering "rings". It is
recommended that the two "rings" and the concrete replacement work be added to the contract
with Christy-Foltz for a total increase of$35,744.
Page 1
