Bragg, AICP, Economic De el ment Coordinator� <br /> SUBJECT: Sub-Area Design Study/Near North Redevelopment Project <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the attached resolution <br /> authorizing an agreement with Massie Massie & Associates for professional design services <br /> related to the Near North Redevelopment Proj ect. <br /> BACKGROUND: Good, Clancy & Associates was retained in September 2001 by the City of <br /> Decatur to complete a Master Plan for the development of the Near North neighborhood. As this <br /> Master Plan and associated development pattern book are nearing completion, City staff <br /> recommends continuing the design process to the next level by completing a sub-area design <br /> study aimed at further clarifying the actual development that will occur specifically within <br /> rights-of-way in the new neighborhood. <br /> The consultant, Massie Massie & Associates, proposes to provide a detailed site plan, materials <br /> specifications and general cost estimates for each block within the redevelopment area. <br /> Specifically, the study will describe pavements, crosswalks, curbing, landscaping, street lighting, <br /> street signage, benches, trash receptacles and other site amenities. The sub-area designs will be <br /> directly related to the pattern book completed by Goody, Clancy&Associates. <br /> The intent of the study is to further refine design objectives and clarify costs related to public <br /> improvements within the redevelopment area. The study will allow staff to further quantify <br /> infrastructure costs related to the project. Upon completion of the study by July 31, 2002, final <br /> engineering and design can begin. This will fall within the City's timeline to begin construction <br /> in early 2003. <br /> POTENTIAL OBJECTION: There are no known objectors to the proposed project. <br /> INPUT FROM OTHER SOURCES: N/A <br /> STAFF REFERENCE: Any additional questions may be forwarded to Dane Bragg at 424- <br /> 2725 or e-mail: dbragg(a�decaturnet.org <br /> BUDGET/TIME IMPLICATIONS: The proposed budget for the study is $12,300. The <br /> attached contract will not exceed this amount. The study will fall within the development <br /> timeline for Phase I. <br />
