HUD has indicated it would not approve a Revitaliza.tion Plan absent a statement
of intent from the ma.jor participants.
The ne major milestone is the negotiation and preparation of a master redevelopment agreement; to
which DHA, EastLake and the City would all be parties. The resolution contemplates tha.t document
as the legal instrument within which the City can and will commit to a specific funding amount and
schedule.
Like virtually every other HOPE VI milestone, this resolution and its specific language require the
concurrence of the DHA, and eventually HUD. Although City staff is still waiting for comments from
the HCTD Office of General Counsel, as of the writing of this memorandum City staff believes tha.t the
attached resolution is in its final form, However, in the event that certain language or other changes
are required, an updated resolution will be available Monday night (sooner if possible).
It is not expected that any funding for Near North infrastructure improvements will come from
, the General Fund.
POTENTIAL OBJECTION:
City staff is not awaze of any opposition to this resolution.
INPUT FROM bTHER SOURCES:
Attached to this memorandum is the resolution.
STAFF REFERENCE:
If Council members have questions they may contact A.J.
