Mercer, President <br /> Mr. Mercer holds a Master of Business Administration degree from the University of <br /> Nevada, Reno, and a Bachelor of Science degree in Industrial Management from the same <br /> institution. He has also received a Certificate in Municipal Administration from the <br /> University of North Carolina at Chapel Hill and is a graduate of the Executive <br /> Development Program at Cornell University. Mr. Mercer is a Certified Management <br /> Consultant (CMC) and has more than 23 years of experience in executive search and <br /> management consulting. He has authored or co-authored five books and has written mare <br /> than 200 articles on various management topics. His experience covers the following <br /> functional areas: executive search, organization and operations analysis, management <br /> systems, productivity improvement, seminars/training, goal setting, strategic planning, <br /> privatization, government, consolidation, and general consulting. <br /> Prior to founding The Mercer Group, Inc., Mr. Mercer held positions as President af <br /> Mercer, Slavin & Nevins, Inc.; Regional Vice President of Wolfe & Associates, Inc.; as <br /> Partner and Vice President of Korn/Ferry International; General Manager of Battelle <br /> Southern Operations; National Program Director for Public Technology, Inc.; and <br /> Assistant City Manager of Raleigh, North Carolina. He has also been President of Jam�s <br /> Mercer& Associates, Inc., and has served as Director of Government Consulting Services <br /> for Coopers & Lybrand in both the Southeast and Southwest, as well as Director of the <br /> Industrial Extension Division for Georgia Tech. <br /> 2. Thomas C. Dority. Senior Vice President <br /> Mr. Dority is a career city manager with over 25 years experience in public policy <br /> development, finance, budgeting, employee relations and management of public safety, <br /> public works and community development. He is a past member of the Board of <br /> Directors of the Michigan City Management Association. A member of the adjunct faculty <br /> of Eastern and Western Michigan Universities, he is associated with the Institute tar <br /> Community and Regional Development for goal-setting and team building with Michigan <br /> cities and has taught a graduate seminar in local government administration. He has <br /> published articles in Ohio and Michigan municipal publications on financial and human <br /> resources issues. Mr. Dority is a former member of the Boards of the Michigan <br /> Association of Community Arts Agencies and the Museum Associates of Michigan State <br /> University. His other qualifications include: <br /> • Top manager in five local governments, employing up to 400 people, designing <br /> and executing major public policies, building successful working relationships with <br /> elected Boards. <br /> • Experienced facilitator of volunteer groups, mission planning, goals and <br /> consensus. <br />
