City staff may be volunteer members on the <br /> Boazd of Directors for some of the nonprofit agencies in Decatur. Currently, one of the agencies <br /> has applied for CDBG funding as a public service subrecipient. One of the staffmembers is a <br /> Neighborhood Program Specialist who would normally participate in the review and the scoring <br /> of all of the applications. The Neighborhood Program Specialist excused herself from the CDBG <br /> subrecipient scoring process for the agency which she was a boazd member. The other staff <br /> person is the Assistant City Manager who may review and approve the staff recommendations. <br /> The Assistant City Manager did not participate in the review or recommendation process for the <br /> agencies. <br /> Community Development Block Grant(CDBG) has a Conflict of Interest Section under 24 CFR <br /> 570.611 and is available for review upon request. � <br /> Please provide a written opinion on this situation.
