To clarify: <br /> The City is requesting an exception to the CDBG regulations at 570.611 <br /> • How long has the council member been on the city council? Councilman <br /> Patrick Laegeler took his position with the Decatur City Council on May 1, 1999 and his <br /> term will end April 30, 2003. <br /> • Was Mr. Laegeler was absent from any decision-making or voting authority <br /> when potential CDBG projects were up for approval this year? Mr. Laegeler was <br /> not present during city council voting session on Monday, February 4, 2002. The <br /> review and scoring process is handled by staff to ensure an applicant's eligibility. This <br /> process of review along with a formula for funding activities is utilized to make <br /> recommendations to city council. City council has the ultimate authority to fund or not <br /> to fund or to partially fund a projecUactivity. The application, for the organization for <br /> which Mrs. Laegeler is a member, was not presented to the council due to the potential <br /> issue of conflict of interest. <br /> • How many council members voted on the recommended applicants and what <br /> is this process? Neighborhood Renewal staff participate in the review of the <br /> application. Each staff person is provided a copy of each application and scoring <br /> criteria. Staff independently scores each application. Staff meets after the applications <br /> are scored. Each application is discussed to ensure that CDBG requirements and <br /> Annual Action Plan priorities are being addressed. The scores are tallied for the <br /> application and divided by the number of staff participating in the review process. The <br /> information is entered onto a tracking/scoring spreadsheet. Then, using the priorities <br /> and a multiplier, recommendations for funding amounts are attained. The applicants <br /> program, scoring, and funding are presented to the city council at study session. <br /> Council reviews the documents and discusses the applications. The public and/or <br /> applicants may comment during the session. The recommendations are then <br /> presented at the next voting session which usually is held the following week. During <br /> this council session, public comments may be taken. Council puts the <br /> recommendations to vote. At the February 4, 2002 session, four council members and <br /> the mayor were present but not Councilman Laegeler. All five individuals approved the <br /> staff recommendations. <br /> • Does the council member have any role in agency administration of the <br /> CDBG project after approval? The council member does not have a role in the <br /> agency administration or the city administration of the sub-recipient. <br /> • How long has Mrs. Laegeler been a board member of Decatur Memorial <br /> Foundation (DMF) and what is her role there? Mrs. Laegeler became a member of <br /> DMF about 1992. Mrs. Laegeler is serving her ninth term (2001-2002) Mrs. Laegeler <br /> is the Chairperson for DMF. <br /> Conflict of Interest-Laegeler <br />
