Ii
provided housing rehabilitation/energy conservation for the low income residents.
DMCOC has provided and continues to provide shelter assistance for the homeless.
The agency has a facility located in the Near North Area known as the New Horizon
Family and Child Development Center. This agency has and continues to provide
programs to enhance the quality of life for current residents. The agency plans to
continue to provide services for the future neighborhood residents as well. This agency
provides programs for the young to the senior. This agency is an essential service
rovider in this community. The agency's history can document its importance in the
community.
How does funding this project contribute to meeting the priority goals as set forth
in the Consolidated Plan? This year's project focuses on youth programs. The
program is to provide and assist low income children with the opportunity to enrich and
reinforce their basic skills, access and utilization of computers, so they can compete
more effectively in our economy and society. The agency will reinforce literacy and life
skills. The program will narrow the "Digital Divide". The program will reach to
low-income persons, minorities, less-educated, and children of single-parent
household.
• What is the City's legal opinion in regard to a "violation of State or
local law"? The Corporation Counsel, John Couter, does not see the membership as
a conflict of interest as long as Mr. Williams does not receive a salary. (See memo
Department of Neighborhood Services, Neighborhood Renewal Division)
HUD needs to see evidence that the nature of the conflict was disclosed.
The City of Decatur must provide written assurances there has been public
disclosure of the conflict and a description of how the public disclosure was
made.
HUD may view this situation as a Conflict of Interest under HUD regulations, but
they may consider granting an exception to the rules if they determine that: no
favoritism was shown; this applicant competed fairly in the process; and,
that this situation is not a violation of other applicable laws.
Conflict of Interest-Decatur Macon County Opportunity Corporation (DMCOC)
