, � <br /> Mass Transit Memorandum <br /> No. 042902-4 <br /> A ri129 2002 � � <br /> P � � <br /> TO: Honorable Mayor Howle and Cit Council I <br /> Y Y <br /> FROM: Steve Gannan, City Manager '� <br /> Paul McChancy, Mass Transit Administrator-��,� <br /> f <br /> SUBJECT: Purchase Order for Bus Washer Upgrades � <br /> SUMMARY Staff recommends that Council adopt a Resolution awarding a <br /> RECOMMENDATION: purchase order for bus washer upgrades to the low bidder, <br /> Ross and White Company. <br /> BACKGROUND: Staff advertised for bids for the purchase of an under carriage bus <br /> washer and wheel washer spinner assembly, including installation, <br /> plus optional additional anti-hammer water valves. A formal bid <br /> opening was held on Apri129, 2002. As shown on the attached <br /> Tabulation of Bids, two firms submitted bids. The lowest bidder <br /> was Ross and White Company(Cary, IL) with a bid of <br /> $21,035.00. The next lowest bidder was N/ S Corporation <br /> (Inglewood, CA) with a bid of$45,409.15. <br /> Staff has examined the bids and detennined that all bids meet the <br /> miniintun specifications for the bus washer upgrades, and that the <br /> bids meet all of the other requirements of the bidding process. <br /> Transit's bus washer was originally installed by Ross and White, <br /> and Transit has previously purchased parts and support services <br /> froin the company. Staff recommends them as a qualified and <br /> responsible finn. Staff finds that the lowest bidder is capable of, <br /> and competent to perform the work required. <br /> POTENTIAL No known objection to awarding the purchase order to Ross and <br /> OBJECTION: White Company. <br /> INPUT FROM James Gillum, Maintenance Superintendent <br /> OTHER SOURCES: Decatur Public Transit Systein <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Adininistrator <br /> BUDGET/TIME Staff has already obtained state and federal grants for the purchase <br /> IMPLICATIONS: of the bus washer upgrades, totaling $23,400. The City's matching <br /> share required for the full grant is $1,600. The City's share of the <br /> $21,035 bid price is only$807. <br />
