Newell, P.E., City Engineer„/l
SUBJECT: Agreement for Professional Services with Homer L. Chastain & Associates
for North Charles Street
SUMMARY RECOMMENDATION:
An item on the agenda for the May 6, 2002, City Council Meeting is the authorization of an '
agreement for professional land surveyor services with Homer L. Chastain & Associates, LLP.,
for a fee not to exceed $9,900.
Staff recommends that the City Council approve the attached agreement.
BACKGROUND:
North Charles Street, from Pershing Road to Runnin' Reds Drive, is a 1/2 mile segment of road
that carries an average volume of 2,300 vehicles per day. The road is currently in need of repair.
Staffs recommendation is to reconstruct Charles Street with an asphalt surface over a stabilized
base, widen the road as much as practical, and resolve any remaining drainage issues. An
additional item will be to explore the possibility of installing a sidewalk on one side of the street.
In order to perform a proper engineering design of the proposed street, City staff proposes a field
survey be completed that will define the right of way available along with the general
topographic features of the street. The proposed field survey will acquire the location of the
road, drainage, utilities and structures. It will allow a more ordered design approach to be
undertaken by the Engineering Division.
Homer L. Chastain & Associates, is currently on call to provide surveying services for the City.
This is a function they have performed very well over the past several years.
