Newell, P.E., City Engineer,,,,� J„�- SUBJECT: Concrete Pavement Joint Repairs, City Project 2002-18 SUMMARY RECOMMENDATION: City staff has researched many of the obj ections raised by the Midwest Region Foundation for Fair Contracting, Inc. City staff is confident that sufficient controls are in place to assure the necessary compliance with the various contract requirements, including quality of work, adherence to the Prevailing Wage Act and project safety, along with the various statutes of the State of Illinois. The City and the Illinois Department of Transportation (IDOT) will have significant power to audit payments made by the contractor and to control the quality of work performed. It is recommended by staff that the City Council approve the attached resolution awarding the contract for Concrete Pavement Joint Repairs, City Project 2002-18, to Kinney Contractors, Inc., as the lowest, responsible bidder in the amount of$673,510 and that the Mayor be authorized to execute the contract, and the City Clerk to attest. BACKGROUND: • Research into Objections At the direction of the City Council, staff has conducted additional research into the objections placed upon Kinney Contractors and their ability to perform the work proposed by the City. As � part of this research, contact was made with Jack Kinney of Kinney Contractors, Michael Goetz of the Midwest Region Foundation far Fair Contracting, Inc. (FFC), the Illinois Department of Labor (IDOL) and the Illinois Department of Transportation (IDOT). In the interest of organization, an attempt has been made to place the objections and concerns appearing on the list prepared by the FFC into subgroups.
