- Page 3 • Contractor Work Performance ! City staff generally holds the Illinois Department of Transportation in high regard for the construction knowledge and insight they freely share with staff. IDOT does an enormous amount ' of highway work and their depth of knowledge and experience is considerable. City staff relies on them to a great degree in their experience with various construction practices and various contractors. In 2001, Kinney Contractors was awarded 21 projects by the Illinois Department of Transportation for concrete pavement patching work totaling $5,310,414. To bid on a project a contractor must have a Certificate of Eligibility, as issued by the State of Illinois, which authorizes a project eligibility amount called a Financial Rating. Kinney Contractors' current Financial Rating with the State of Illinois is $16,009,000. At the conclusion of each project, including all Motor Fuel T� projects, the contractor is rated by the various authorities (State or local) who oversaw the project. These ratings are used by IDOT to determine the eligibility of a contractor to perform future projects. Based on these factors IDOT has determined that Kinney Contractors is eligible to perform the pavement patching project proposed by the City. Considering the project volume that Kinney Contractors has, and is, performing for IDOT, it would be improper for staff to discount IDOT's experience with this contractor in concrete patching work. Kinney Contractors has performed pavement patching work for the City of Springfield. Springfield has stated that they found the workmanship and performance of the contractor to be acceptable. By entering into a contract with the City of Decatur, in partnership with the Illinois Department of Transportation, the contractor will be required to comply with the contract documents and submit to City and IDOT oversight,which includes: 1. A performance bond will be held by the City assuring proper and timely completion of the proj ect. 2. Workers compensation insurance coverage will be provided in accordance with the Illinois Workers Compensation Act. 3 Various forms of liability insurance will be provided by insurance companies acceptable to the City. 4. Detailed specifications and standards governing the method of construction and the quality of the finished product. Safety procedures are detailed as part of the standards and specifications governing the work. 5. Prevailing Wage Act requirements which include specified minimum hourly wages and fringe benefits. Adherence to this Act will be monitored by the City of Decatur and the State of Illinois. The City and the State will have the opportunity to audit and review the Contractor's payroll. 6. A City representative will be assigned to the project and be present at the site to monitor work and perform quality control.
