I
' a
COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
NO. 2002 - 18
April 10, 2002
TO: Honorable Mayor Howley and Ciy Council
FROM: Steve Garman., City Manager
Stephen Swanson, P. E., Director of Engineering& Infrastructur
Matthew C. Newell, P. E., City Engineer,vuit
SUBJECT: Manhole Installation/Catch Basin Replacement on Franklin
Street Near Central Park- IDOT Letter Permit
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution authorizing a
permit between the City of Decatur and the Illinois Department of Transportation (IDOT) to
work in State right-of-way.
BACKGROUND:
As part of the fountain replacement project in Central Park, a video inspection of the fountain
drain line was conducted. It was determined that a portion of the pipe under Franklin Street was
in poor condition. It was determined that the best solution to the problem was to redirect the
drain line to a nearby catch basin and abandon the line under Franklin Street.
This work is currently being completed by City forces with the Municipal Services Division.
Follow-up work will be required by Tele Scan, Inc. to perform trenchless point repairs to the
drain line in order to seal it off for abandonment. A permit is required with the Illinois
Department of Transportation in order for the City crews to complete the work located within
State right of way. The attached permit allows City forces to set up and maintain traffic control
on Franklin Street as required to complete the work.
POTENTIAL OBJECTIONS: There are no known objections to this
resolution and permit.
INPUT FROM OTHER SOURCES: Illinois Department of Transportation
