Mass Transit Memorandum <br /> No. 022702-1 <br /> February 27,2002 <br /> TO: Honorable Mayor Howley and City Council <br /> FROM: Steve Garman, City Manager <br /> Paul McChancy, Mass Transit Administrator-�� <br /> SUBJECT: FTA Operating and Capital Assistance Grant for FY-2002 <br /> SUMMARY Staff recommends that Council approve a Resolution to authorize <br /> RECOMMENDATION: the filing of an application for federal funding for FY-2002 in the <br /> total amount of$992,226. The application would request $830,626 <br /> in operating assistance and $161,600 in capital assistance. <br /> BACKGROUND: Every year the Federal Transit Administration(FTA) sets aside <br /> grant funds for each metropolitan transit system. For FY-2002 the <br /> amount available to Decatur is $992,226. Staff recommends that a . <br /> grant application be submitted to FTA requesting that the available <br /> funding be divided as follows: $830,626 of this amount to be used <br /> to help offset the operating deficit of the Transit System; $77,600 <br /> to be added to the state and federal grants already obtained to <br /> complete the funding necessary to construct the multi-modal <br /> transportation facility; $56,000 to be used to replace the 8 overhead <br /> doors and motors in the bus barn; and the remaining $28,000 to be <br /> used to purchase and install an in-ground bus lift in the <br /> maintenance shop, as shown on the attached sheet. <br /> POTENTIAL A public hearing was held to discuss this grant application. No <br /> OBJECTION: negative comments were received. There are no known or <br /> expected objections to this grant application. <br /> INPUT FROM Richard Foiles, General Manager, DPTS <br /> OTHER SOURCES: James Gillum, Maintenance Superintendent, DPTS <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME FTA grant funds require a local or state match, as follows: <br /> IMPLICATIONS: 80% federal funds; and 20% state and/ar local funds. The proposed <br /> $830,626 of FTA operating funds would be matched by state <br /> operating funds already awarded to Decatur. The$77,600 of FTA <br /> capital funds proposed to be used for the multi-modal facility would <br /> be matched by$19,400 of local funds; the remaining $84,000 to be <br /> used for other capital projects would be matched by$21,000 of state <br /> capital funds to be awarded following approval by FTA. <br />
