i .
COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
NO. 2002-07
February 20, 2002
TO: Honorable Mayor Howley and City Council
FROM: Steve Garman, City Manager i
Stephen Swanson, P.E.,Director of Engineering & Infrastructure'J I
Matthew C. Newell,P.E., City Engineert,vf '
SUBJECT: Resolution Authorizing the Allocation of Motor Fuel Tax Funds for
Street Reconstruction, City Project 2002-24, State Section 02-00224-00-FP
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution authorizing the
allocation of$1,800,000 in Motor Fuel Tax (MFT) funds for Street Reconstruction, City Project
2002-24, State Section 02-00224-00-FP, and that the Mayor by authorized to sign said resolution,
and the City Clerk to attest.
BACKGROUND:
The MFT funds allocated to local agencies are administered by the Illinois Department of
Transportation (IDOT). The local agency is required to adopt a resolution specifying the
allocation of MFT funds to their intended project.
The resolution authorizes the allocation of $1,800,000 in MFT funds for the City's proposed
Street Reconstruction project. This proposed work consists of removing existing pavement and
replacing it with a stabilized base and a new asphalt concrete surface or replacing the surface
course as necessary.
In recent years it has been the City's desire to get a head start on Motor Fuel Tax funded
construction projects by awarding the projects in mid to late April thereby providing an excellent
opportunity to receive favorable bids and an early construction start. The City has generally been
comfortable moving forward with Motor Fuel Tax funded projects prior to or in conjunction with
finalization of the City budget. The attached resolution authorizes City staff to prepare a project
and solicit bids in cooperation with the Illinois Department of Transportation.
