CAR WASH,AUTOMATIC: A building or structure wherein conveyors,blowers, steam � <br /> cleaners, and other mechanical equipment are employed for the purpose of washing motor <br /> vehicles in a production line manner. <br /> CAR WASH, COIN-OPERATED SELF-SERVICE: A building or structure wherein <br /> mechanical equipment for washing motor vehicles is provided for a fee while the vehicle <br /> owner furnishes the labor. <br /> CELLULAR SERVICE: A telecommunications service that permits customers to use wireless, <br /> mobile telephones to connect,via low-power radio transmission cell sites, either to the public <br /> switched network or to other mobile cellular phones. <br /> CELLULAR TELECOMMiJNICATIONS: A commercial Low Power Mobile Radio Service <br /> licensed by the Federal Communications Commission(FCC)to providers in a specific <br /> geographical area in which the radio frequency spectrum is divided into discrete channels <br /> which are assigned in groups to geographic cells within a service area and which are capable <br /> of being reused in different cells within the service area. <br /> CELLULAR TELECOMMUNICATIONS FACILITY: A facility consisting of the equipment <br /> and structures involved in receiving telecommunication or radio signals from mobile radio <br /> communications sources and transmitting those signals to a central switching computer <br /> which connects the mobile unit with the land-based telephones lines. <br /> CITY COUNCIL: The elected goveming body of the City of Decatur, Illinois, composed of the <br /> Mayor and Councilmembers. <br /> CITY MANAGER: The chief administrative officer of the City of Decatur, chosen by the City � <br /> Council. <br /> CLUBS: <br /> Club, Fraternal: A group of people associated or formally organized for a common purpose, <br /> interest, or pleasure. This definition includes the usual understanding of the terms "lodge" <br /> and "fraternal organization," and it includes fraternities and sororities when they do not offer <br /> overnight accommodations. Fraternal club facilities may be rented to non-members for <br /> receptions, meetings, and similar events. For purposes of this ordinance, this definition does <br /> not include bottle clubs. <br /> Club, Membership Organization: An organization with pre-established formal requirements <br /> for affiliation,which promotes the interest of its affiliates. This definition includes trades <br /> associations,professional organizations, labor unions, and similar organizations with a <br /> political, civic, or religious purpose. <br /> Club, Private: A social organization customarily open to members and their invited guests. <br /> These organizations may offer a variety of services and facilities to their members, including <br /> overnight accommodations, dining rooms, and social activities. Private club facilities may be <br /> rented to non-members for receptions, meetings, and similar events.
