Transit staffhas taken the consultant's recommendations and reviewed and evaluated every <br /> se�nent of Alternative B to determine if it is in fact feasible. Staff has spent months going over <br /> that proposal, reviewing it route by route, schedule by schedule, and dollar by dollar. Staff has <br /> driven each proposed route with a bus to determine the exact time that it would take a bus to <br /> make each route, considering stopping for passengers along the route, traffic congestion, trains, <br /> etc. Every route has been reviewed individually, and the entire system has been reviewed, to <br /> determine whether key destinations, such as residential areas, commercial areas, or places of <br /> employment, have been adequately served. Staff reviewed the proposed hours of operation and <br /> has revised this to better fit the needs of the area. The routes, schedules and fares were revised <br /> again and again until staff was confident that the changes being proposed would best benefit the <br /> entire community, and that the Transit System could afford these changes with the limited fare <br /> revenues and grants available. <br /> Once Transit staff had put together its final proposals, a set of four public hearings were held to <br /> explain the proposals to the public and to get their opinions. The comments and questions <br /> received at theses hearings were recorded, and are attached as Attachment 1. Based on the <br /> comments and questions received at the hearings, several additional changes were made to the <br /> routes. Staff is hereby submitting its final proposals to City Council and recommending that <br /> these changes be implemented. The Transit System is a function of the City and therefore the <br /> City Council must approve any significant change is the operations of the System. <br />
